Mr. Meyer directs the Health and Medical Readiness Program. He joined CNA in November of 2015, having spent the previous two and a half years serving as the Associate Director, Health Benefits for the Military Compensation and Retirement Modernization Commission where he was the primary architect of the three health care recommendations.

Before serving on the Commission, Mr. Meyer was the Director, Budget Analysis for Defense Health – Cost Assessment & Program Evaluation in the Office of the Chief Financial Officer of the TRICARE Management Activity (Defense Health Agency). He was responsible for budget and programming analysis within the Defense Health Program, specifically analysis and forecasting of the Private Sector Care program which provides the insurance portion of the health care delivered to eligible beneficiaries.

Prior to that, Mr. Meyer served as a Senior Budget Analyst in the Program, Budget & Execution section of the Office of the Chief Financial Officer responsible for construction the multi-year programming based on prior year execution of funds and analysis of the Defense Health Program President’s Budget submission.

Mr. Meyer entered federal service enlisting in the Navy in 1989 and received his commission in the Navy Medical Service Corps in 1996. He served on active duty until 2010 when he retired after serving within the Office of the Secretary of Defense and on the Staff of the Chief of Naval Operations.

Mr. Meyer holds a Master of Science from the Naval Postgraduate School, a Master of Business Administration from the University of New Haven, and a Bachelor of Arts in economics from the University of Colorado, Boulder. His career in the United States Navy included overseas stations in Yokosuka, Japan, deployments to Kuwait and Iraq with the 1st Marine Expeditionary Force in support of Operation Iraqi Freedom, and Guantanamo Bay Cuba in support of Joint Task Force 170. Mr. Meyer completed his last six years of service in the Pentagon in numerous operations research and analytic positions. His military personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (two awards), Navy and Marine Corps Achievement Medal (three awards), and various other unit and campaign awards to include the Presidential Unit Citation.
