From the document: “As Congress works to return to regular order through full-year appropriations moving through both chambers, and provide essential oversight through the annual defense authorization bill, the possibility for gridlock remains. As the prospect for an undetermined number of continuing resolutions grows, uncertainty increases in the executive branch and in industry. This uncertain policy and spending environment slows the delivery of overdue capability to US warfighters. At the same time, US adversaries in Beijing, Moscow, Pyongyang, and Tehran don’t have to deal with inaction and continue to threaten the US homeland, and forces and allies abroad, with regularity and increasing aggressiveness.

Congress can still take specific steps now to rebuild America’s defense industrial base, streamline acquisitions to deliver new capabilities to units faster, and sharpen lethality in critical areas like munitions, shipbuilding, and nuclear modernization to deter threats and prepare the US military for future conflict. Congress can take 9 immediate steps to deliver immediate defense gains while the broader budget process unfolds:”
