From the website, "The DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) is a Congressionally-mandated project designed to show that the DoD acquisition workforce can be improved by providing employees with a flexible, responsive personnel system that rewards employee contribution and provides line managers with greater personnel flexibilities.
The Department of Defense (DoD) AcqDemo transforms civilian personnel management policies and procedures to better support DoD’s acquisition mission.
