From the report: “This report identifies the top management and performance challenges facing the DoD in the coming fiscal year. We developed this annual statement in accordance with the Reports Consolidation Act of 2000 (Pub. L. 106-531). It reflects our analysis of a range of sources, including DoD OIG oversight projects (completed, ongoing, and planned); input from DoD leadership and the broader defense oversight community; and review of congressional testimony, independent research, Government Accountability Office reports, and the DoD's strategic documents. For each challenge, present without prioritization, we examine potential consequences for DoD programs and assess the Department's progress in addressing them. Addressing these challenges is crucial to the DoD's success in fulfilling its national security mission.,”
