From the document: "As directed by the Secretary of Defense memorandum, "Implementation of Executive Order 14222 – Department of Government Efficiency Cost Efficiency Initiative," May 27, 2025, Department of Defense (DoD) Components must obtain approval prior to executing new contracts or task orders (TOs) for Information Technology Consulting and Management Services (ITC&MS) and Advisory and Assistance Services (A&AS). In addition, the Secretary directed that the Department of Government Efficiency (DOGE) team will have the opportunity to review and provide input for certain requirements packages in his separate memorandum, "Implementation of Executive Order 14222 – Department of Government Efficiency Cost Efficiency Initiative: Contract Guidance," May 27, 2025. The Secretary and the Deputy Secretary of Defense have asked that I issue this implementation direction."
