From the report: "The removal of women from leadership positions and promotion lists in the U.S. military has created numerous risks to the readiness and health of the institution and exacerbated national security vulnerabilities in a time of growing competition and conflict around the world. The actions, their long-lasting consequences, and the serious risks they pose are evaluated below. Congress and the executive branch should undertake urgent remedial actions to ensure the professionalism and apolitical nature of the armed forces and the wider national security community.

Americans have long ranked the U.S. military as one of the most respected institutions. It has earned a reputation as a professional and apolitical organization bound by laws and regulations. It has been seen as a meritocracy that holds its members to high standards. Only with such a reputation can the U.S. military, an all-volunteer force, attract enough Americans to serve.

Recent actions by the U.S. government, however, are eroding these core principles. Since the advent of the second Trump administration, a disproportionate number of women and Black senior officers have been dismissed without any stated cause and removed from promotion lists. Male officers have been dismissed or sidelined apparently for supporting the advance of qualified women. More than a decade after direct ground combat positions were opened to women, Secretary of Defense Pete Hegseth has questioned the effectiveness of women in combat without evidence.
