From the document: “a. All promotion and special selection boards and processes will be conducted in full compliance with all applicable statutes and DOD guidance. b. Unauthorized communication with promotion and special selection boards must be prevented to ensure the independence and integrity of these boards. c. Careful, fair, and equitable consideration without prejudice or partiality must be provided for all officers eligible for promotion. Each officer must be able to review and comment on any information (other than information contained in the officer’s official military personnel file) provided to the board or selection process regarding that officer.”
