From the abstract: “The Department of Defense (DOD) National Security Personnel System (NSPS) was enacted through the FY 2004 National Defense Authorization Act (NDAA), signed into public law by President George W. Bush on November 24, 2003. NSPS enactment served as a key pillar of DOD's ongoing transformation effort and was an historically significant example of modern U.S. Civil Service reform. It also serves as a valuable case study for other government agencies interested in enacting their own civil service reform in the future.”
