From the abstract: “DOD employs roughly 300,000 veterans, about 87% of whom qualify for veterans’ preference (268,000). DOD commissioned this Institute for Defense Analyses (IDA) study to document the effects of veterans’ preference in shaping the workforce, and to address concerns regarding the impact of veterans’ preference on workforce skill mix and demographic balance. Veterans’ preference takes several forms and interacts in complex ways with the various hiring authorities available to DOD organizations. Veterans’ preference provides strong advantages in the competitive service category rating system, especially for veterans with disabilities. Overall, 88% of preference-eligible civilians are in competitive service positions.”
