As stated in the introduction to that report, the Department of Defense is striving to develop a high-performance, results-oriented and responsive civilian workforce. This workforce should complement the capabilities-based military force with a lean, flexible, agile and innovative support structure. It should be known and highly regarded throughout the public and private sectors for using world-class management, financial and HR practices to attract and retain outstanding men and women, who excel in service to their country.”
