From the abstract: "The Under Secretary of Defense for Personnel and Readiness (USD(P&R)) engaged the Institute for Defense Analyses “to develop management metrics, and a dash board, by which leadership (current and future) can gauge the ability and success of the enterprise in executing P&R’s . . . responsibilities.” This report describes the IDA study team’s proposed conceptual framework for defining metrics, including a set of multi-tiered schematics visualizing the objectives of the P&R enterprise. Taken together, the background and concepts outlined in this report and the specific metrics and prototype dashboard provided by IDA describe a system that would meet the design objectives for the P&R enterprise and provide a user-friendly platform for those metrics."
