From the executive summary: “The federal government is now moving to a payfor-performance salary management philosophy. The change has been discussed for over 20 years— the first pay-for-performance demonstration project dates back to 1980—but the transition has been extremely slow. Currently there are less than 40,000 federal employees working under a policy that links their salary increases to their performance.”
