From the document: “The advent of the All Volunteer Force in the early 1970s changed the basic make-up of the Armed Forces by changing young people's reasons for enlisting. No longer would it be largely a force of short-term enlistees, who viewed military service at best as a period of patriotic duty to the Nation and at worst a waste oftime. New recruits would be encouraged to believe they were embarking on an enlistment that would be professionally worthwhile, rewarding and should the services so agree, a military career. The Gates Report, in 1970, stated that "the viability of an all volunteer force ultimately depends upon ... [the ability of] the military services to maintain ... [the] attractive conditions of military service."”
