From the introduction: “This report is designed to communicate the key elements of the Department of Defense’s vision of its future acquisition and logistics environment, and to outline initiatives underway to accelerate the Department’s progress toward achieving that vision. The report provides highlights of several of the key studies chartered in response to Congress’s direction in Section 912(c) of The National Defense Authorization Act for Fiscal Year 1998. Congress directed the Department of Defense to identify key additional steps the Department could and should take to build on the acquisition reforms of the previous five years. In addition to those highlights, this report provides a range of additional initiatives that have been or will be launched by the Department.”
