The research analyzes various management styles – classical, systems theory, and meritocracy – to identify opportunities for improvement. It finds that unchecked bureaucratic growth, fueled by short-sightedness and repetition, creates significant dysfunction.

The paper advocates for minimalist bureaucratic frameworks, emphasizing “learning organizations” built through systems analysis and strong leadership. Key recommendations include streamlining systems using a “systems genomics” approach, establishing merit-based leadership standards, and eliminating redundant processes.

Ultimately, the goal is to reform bureaucracy, making it a supportive element – not an obstacle – to swift decision-making, enhanced readiness, and sustained operational superiority within the Army.”
