From the report: "Military bases use intergovernmental support agreements to receive, provide, or share services like utilities and road maintenance with state, local, and tribal governments. This Q&A report reviews these agreements.
The military services' processes for calculating and overseeing the financial benefits of some of these agreements didn't meet best practices. This raises questions about the usefulness of its cost-benefit estimates.
The numbers of these agreements increased from 45 to 316 between 2018 and 2025. Given this increase, we recommended ways to improve the military's cost-benefit estimates."
