From the report: "A level of global instability not seen since the second world war—marked by China exhibiting significant industrial capability and capacity in the Indo-Pacific and Russia increasing its ability to produce at speed and scale in its war in Ukraine—has impelled the United States and its close allies Australia and the United Kingdom to make urgent changes to their defense acquisition systems that will support innovation, speed, industrial capacity, and requirements alignment.
The U.S. Department of War’s (DOW’s) requirements system has become increasingly mismatched with evolving technology, emerging threats, and the speed needed to provide capabilities to operational forces. U.S. leadership has directed sweeping acquisition reform through both executive and legislative action. Requirements modernization is being pursued through what have been described as generational changes by policymakers and experts. DOW’s 2025 decision to replace the Joint Capabilities Integration and Development System (JCIDS) provides an opportunity to better align technology and innovation with operational needs.6 Similarly, in November 2025, Secretary of War Pete Hegseth outlined an aggressive strategy to transform the U.S. defense acquisition system that prioritizes three outcomes:"
