From the preface: "Electronic commerce is a strategic element in achieving cost, time, and resource savings in the federal procurement of goods and services. To promote efficiencies in procurement, the Federal Acquisition Streamlining Act (FASA) requires that federal government transform its acquisition system from a paperwork process to a computer-based system that is readily accessible to government and private sector users. FASA encourages the purchase of commercial goods and services, establishes the Federal Acquisition Computer Network (FACNET), and over time, transforms the procurement system to an electronic on-line system."
