From the abstract: “The Performance Assessments and Root Cause Analyses Office within the Office of the Secretary of Defense asked the Institute for Defense Analyses (IDA) to research and propose improved views of contractor performance data that might be possible with the recent integration of the Earned Value Management Contract Performance Reports (CPRs) and the Integrated Master Schedule (IMS), now called the Integrated Program Management Report (IPMR), which contractors are required to submit as part of applicable defense contracts.”
