From the document: “Mr. SHAYS. Good morning. I apologize for-keeping you all waiting. I like to start on time, so I do apologize. Last Friday, the Office of Management and Budget, OMB, transmitted the 2002 financial management report to Congress. According to that report, the largest impediment to removing the disclaimer from the government- wide financial statements remains the Department of Defense DOD's serious financial management problems. These problems are pervasive, complex, longstanding and deeply rooted in virtually all business operations throughout the Department.”
