From the report: “U.S. Army stakeholders sought guidance on transforming their organizations into learning organizations (LOs), which emphasize promoting learning over punishing failure to foster innovation and adaptability. As such, the U.S. Army Research Institute developed the Army Leader Guide for Building Learning Organizations. We evaluated the usability and feasibility of the Guide for assisting leaders to develop their organization in conjunction with the U.S. Army LO Suite. The Army LO Suite is a comprehensive set of tools that defines what a learning organization looks like (ALOMM), helps leaders assess their strengths and areas for improvement (ALOA), provides consolidated data in an accessible format (LOMR), and offers practical guidance for building learning maturity. We also gathered validity evidence and examined the latent factor structure of the Army Learning Organization Assessment. Results showed that the Guide and the U.S. Army LO Suite are valuable resources for leaders seeking organizational transformation. Confirmatory factor analyses indicated that a bi-factor model best fit the data, suggesting that there is a general LO climate factor that was further supported by the short form assessment. These findings suggest that the U.S. Army LO Suite has practical utility for developing an LO and that the ALOA can be used to assess current learning organization maturity levels.”
